Waterloo Township Board Meeting Unapproved Minutes November 23, 2021

Call to Order and Pledge: 7:00 p.m.

Present:  Lance, Morency, Walz, McAlister, Kitley, and 7 residents.  Also attending: Our Jackson County Sheriff Deputy Jim Moore.

Public Comment: Bill Richardson spoke of the re-districting maps and decisions being worked on.  He will send the criteria for the proposed changes that may take place.  He encourages everyone to give a response.  There are 5 weeks left before proposed changes become final. Copies of the criteria will be available at the Township offices if anyone would like one.

Consent Agenda: Kitley motioned with support from Walz to accept the consent agenda as presented.  Aye/all; no/none.   Motion carried.  Kitley motioned with support from Walz to pay the bills as listed on the Post Audit report in the amount of $1,349.86.   Roll call vote:  Yes/ Walz, Kitley, Lance, Morency, McAlister.    No/none.  Motion carried. There was a police report for October given by Deputy Moore.   Deputies assigned to Waterloo Township responded to 15 complaints, made 10 traffic stops.  The Sheriff’s office responded to a total of 25 calls for service.  Michigan State Police responded to 17 calls for service.

Old Business: Lance motioned with support from McAlister to accept the Law Enforcements Contract as presented by Jackson County Sheriffs Office.    Roll call vote:  Yes/Kitley, Lance, Morency, McAlister, Walz.  No/none.  Motion carried.

New Business:  Clear Lake County Park was discussed by the Parks and Rec Committee at their meeting.  Clear Lake Shores is also sending a letter of complaint regarding the condition of the park.  Needs to be updated to make it useable.  Christmas decorations are ready for hanging in Munith. Lights have all been repaired/replaced as needed.  Henrietta Fire Department will be installing the decorations.   Rain garden area is flooded so planting will take place in the spring.  The Halloween parade in Munith was a big success.

Planning Commission reviewed Township attorney’s input in Short-term Rental Ordinance and approved it and recommended that the Township Board accept the Revised Short Term Rental Ordinance.  They reviewed and accepted Extraction Committee input additions to section 11.21 Extraction Operations.  They also reviewed and updated Zoning Ordinance sections 11.15 through 11.17.  They tabled review of section 11.18 to gather addition information.  They further reviewed and updated sections 11.19 through 11.20B.

The following were action items addressed at the meeting:

  • Lance motioned with support from McAlister to accept O-21-11-23-1, the Short-Term Rental Ordinance and Application as presented. Roll call vote:  Yes/Lance, Morency, McAlister, Walz, Kitley.  No/none.  Motion carried.
  • Lance motioned with support from Kitley that the Board accept Glenn Farm Seeds letter of October 25, 2021 requesting rescinding of the Re-zoning request regarding their property. Aye/all; no/none.  Motion carried.
  • Walz motioned with support from Kitley to accept the quote from IT Right for a new computer and screen for the Assessor at a cost of $1288. Roll call vote:  Yes/ Morency, McAlister, Walz, Kitley, Lance.  No/none.  Motion carried.
  • Kitley motioned with support from Walz to accept the budget amendment in the amount of $3,000, transferring from 101-265-970-000 to 101-265-727-000. Roll call vote:  Yes/McAlister, Walz, Kitley, Lance, Morency.  No/none.  Motion carried.

Other Items That Come Before The Board: There was discussion on whether or not to have an Instagram account for the Township and Parks and Rec Committee.  A firm decision was not made.

Public Comment:  Catherine Upton asked if more letters should be sent regarding condition of Clear Lake County Park.  Deputy Moore commended Brewster’s Towing for throwing out 99 $1 bills and 1 $100 bill during the Halloween Parade.  There were some pretty excited attendees.  Cynthia Richardson commented on the waste materials on the edge of the property at 6810 Trist Road under the phone lines.  We have an ordinance against noxious weeds.  It will be checked into.  Bill Richardson spoke of the condition of the Clear Lake County Park and Walz mentioned that there is no money allotted for it in the Jackson County Parks 5-year plan.  She said there is a meeting of the Jackson County Parks group the 1st Wednesday of each month in Jackson.  Kathy McClinchey commended the Board for their continued good work for the Township.
