Waterloo Township Board Meeting Unapproved Minutes September 22, 2020 7:00 P.M.

Call to Order: 7:00 p.m.

Pledge

Present:  Lance, Kitley, McAlister, Walz, Morency.

Public Comment: Bill Richardson spoke of the gravel hauler issues from Aggregate Industries.  It may happen that citations will be issued from our Zoning Enforcement Officer.  Cynthia Richardson introduced herself as a Republican Precinct Delegate for Waterloo Township and can provide signs for yards if people wish to have them.

Consent Agenda: Kitley motioned with support from McAlister to accept the consent agenda as presented.  Aye/all; no/none.  Motion carried.

Correspondence: Email information from Mallory Glenn will be addressed later in the meeting.

Old Business:  Wendy gave a report on the Parks and Recreation work.  She continues to work on changes updating the Waterloo Township Parks and Recreation Plan.  They are working remotely on the plan.

Kitley reported that the Musbach property has been cleaned up and inspected/approved by our building inspector.

Walz motioned with support from McAlister to approve a 5/year special assessment spreading out the total demolition cost of $9,990 into a twice a year payment included in their property tax total a cost of $1,098 the first year and $999 each property tax cycle from 2021 through 2025.  Aye/all; no/none.  Motion carried.

New Business:  Lisa Morency gave a report on the Planning Commission meeting on 9/15.  They reviewed the topics review list and updated it for completed items with new additions to the list.  Reviewed Articles 1-7 with minor changes and discussion on Article 4 and Article 3.08.  they looked at the new Grass Lake Village Draft Master Plan.  They also talked about a meat processing facility inquiry.

There was more discussion on contracting with the Jackson County Sheriff’s office for one year.  It would give us 40 hours of coverage a week.   We will have our lawyers look at the contract and suggest any changes deemed necessary.  Also discussed was the possibility of a small millage being asked for to help defray the cost of the 1-year contract.  This most likely would not go to a millage vote until May of 2021.

Lance motioned with support from Walz to approve the quote from Peterson Electric for surge protectors to help us prevent against electrical outage surges to our heat/air at a cost of $2,703.47.  Roll call vote:  Yes/Lance, Morency, McAlister, Walz, Kitley.  No/none.  Motion carried.

Lance motioned with support from Kitley to approve Land Division Application for Keith Haglund, Parent Parcel # 000-05-33-401-001-06 resulting in2 parcels: New Parent Parcel # 000-05-33-401-001-09 and new split parcel 000-05-33-401-001-08.  Aye/all; no/none.  Motion carried.

It was decided to table the Region 2 motorized vehicle resolution until the next meeting.

Lance motioned with support from McAlister to reschedule the October board meeting to October 22.  Aye/all; no/none.  Motion carried.

The sample ordinances from Glenn Farm and Seeds was discussed.  They will be sent to our lawyers for concerns and recommendations.

Public Comment:   Nate Glenn thanked Josh McAlister and SAESA for their tour at his facility.   Bill Richardson said police would be a good addition in our Township again.   Lance stated that Grass Lake have a contract with Jackson County Sheriff’s office and are very satisfied.

Adjournment:  Walz motioned with support from McAlister to adjourn at 8:15 p.m. Aye/all; no/none. Motion carried.

The next Planning Commission meeting will be on Tuesday, October 20, 2020 at 7:00 p.m..  The next regular Board meeting will be on Thursday, October 22 at 7:00 p.m.  The change in date is due to a conflict of schedule.   Minutes will be published in the Stockbridge Community News at the end of each month, on our website at www.waterlootwpmi.com and on our Facebook page at: waterlootownshipmichigan.
