Village Meeting Minutes December 2, 2019

Meeting called to order by President Howlett at 7:00 pm.

Roll Call: PRESENT: President Molly Howlett, Pro-Tem Frederick Cattell, Trustee Richard Mullins, Trustee Chadwick Quintanilla, Trustee Kim Morehouse, Trustee Greg Uihlein, Trustee Heath Corey, ABSENT: None

Others Present: Debbie Nogle, Village Clerk, John Gormley, Village Attorney, Citizens were also present.

Pledge of Allegiance ;President Howlett led the pledge of allegiance.

Approval of Agenda MOTION by Cattell, SUPPORTED by Quintanilla, APPROVED; the December 2, 2019 agenda as amended to add Planning Commission under New Business. Motion carried with unanimous ayes.

Approval of Minutes MOTION by Cattell, SUPPORTED by Mullins to approve the minutes of November 4, 2019 as presented by Clerk Nogle.Motion carried with unanimous ayes.

Public Comment – Ron Hodder thanked the DPW for their support of the Festival of Lights.Naomi thanked the council for coming into Good Manna and supporting her business. Thought the Festival of Lights was nice.

FINANCIAL REPORT: Accounts Payable MOTION by Uihlein SUPPORTED by Cattell, APPROVED; the accounts payable as presented by Clerk Nogle.AYES: Uihlein, Cattell, Corey, Mullins, Morehouse, Howlett NAYS: None ABSENT: None MOTION PASSED

President Report President Howlett updated the council on ongoing projects.

Police Report – Council reviewed the report by Chief Torres.

NEW BUSINESS Planning Commission – Kevin Carson Carson discussed the Planning Commission is in the process of updating the Master Plan and requested input from Council Members and other different organizations.Purchase of DPW Truck MOTION by Mullins, SUPPORTED by Quintanilla, APPROVED; to purchase a DPW Truck up to $30,000; Funds to be derived from: Capital Outlay of GL Numbers 202-464-970.001, 203-464-970.001, 101-269-970.001 AYES: Quintanilla, Cattell, Corey, Mullins, Morehouse Howlett NAYES: Uihlein ABSENT: None MOTION PASSED Salt Storage Building MOTION by Uihlein, SUPPORTED by Cattell, APPROVED; to purchase a Salt Storage Building in the amount of $6,676.90, Funds to derived from Local and Major Streets; 202-478-970.002, 203-478-970.002. AYES: Uihlein, Corey, Cattell, Mullins, Morehouse, Howlett NAYES: Quintanilla ABSENT: None MOTION PASSED; Village Meeting Dates MOTION by Quintanilla, SUPPORTED by Cattell, APPROVED; 2020 Village Council and SDDA Meeting Dates as amended to change the September 7, 2020 meeting to September 14, 2020, due to Labor Day.Motion carried unanimously SDDA Appointments – Rebecca Dunne President Howlett requested that the Council Appoint Rebecca Dunne to the Stockbridge Downtown Development Authority Board. YES: Uihlein, Mullins, Morehouse, Quintanilla, Cattell, Corey, Howlett NAYES: None ABSENT: None MOTION PASSED MOTION by Uihlein, SUPPORTED by Mullins, APPROVED; the December 2, 2019 agenda to add Appoints of Amanda Urquhart and Ed Wetherall.Motion carried with unanimous ayes. Public Comment Geri Uihlein thanked the Village for supporting the Festival of Lights event. Uihlein was concerned as to why the other DDA applications were not considered for appointment on the SDDA. SDDA Appointments – Amanda Urquhart President Howlett requested that the Council Appoint Amanda Urquhart to the Stockbridge Downtown Development Authority Board. AYES: Uihlein, Mullins, Morehouse, Quintanilla, Cattell, Corey, Howlett NAYES: None ABSENT: None MOTION PASSED SDDA Appointments – Ed Wetherall President Howlett requested that the Council Appoint Ed Wetherall to the Stockbridge Downtown Development Authority Board. AYES: Uihlein, Mullins, Morehouse, Quintanilla, Cattell, Corey, Howlett NAYES: None ABSENT: None MOTION PASSED Council Comments:Uihlein and Quintanilla would like to see completed packets with information to help with decision making in council meetings. Morehouse is disappointed that the village does not have a compost location.
