MOTION by Howlett, SUPPORTED by Harden to approve the April 9, 2018 agenda as presented.

Motion carried with unanimous ayes.

MOTION by Mullins, SUPPORTED by Cattell to approve the minutes of March 5 , 2018; Special Minutes of March 9, 2018 and Special Minutes of March 15, 2018 as presented by Clerk Nogle.

Motion carried with unanimous ayes.

MOTION by Harden SUPPORTED by Mullins, to approve the accounts payable as presented by Clerk Nogle in the amount of $81,912.59.

  1. BID AWARD- Village Streets

MOTION by Howlett, SUPPORTED by Cattell, APROVED; to award the 2018 Village Street Bid to Quinn Excavating and Paving, Inc., in the amount of $62,174.00.

AYES: Cattell, Harden, Valdez-Weaks, Mullins, Howlett, Hollenbeck

NAYS: None

Downtown Lights

MOTION by Cattell, SUPPORTED by Harden, APPROVED; request that President Hollenbeck instruct the SDDA to unplug or remove the lighting from all trees in the downtown by May 1, 2018.

Motion carried unanimously

 

Village Equipment/Vehicles Discussion

Council discussed selling unused equipment and requested that Harden obtain a list of items to be sold from the DPW garage.

 

Utility Bill Special Assessments

MOTION by Howlett, SUPPORTED by Harden, APPROVED; to add the Utility Bills to the 2017 Taxes Roll as presented.

AYES: Harden, Howlett, Cattell, Valdez-Weaks, Mullins, Hollenbeck

Chamber of Commerce Events – 5k, Days in the Village

Cattell updated the Council on the ongoing Blight Enforcement

Ostrander requested getting a satisfactory notice of compliance for property owners who complied with the blight letter.

 

  1. CLOSED SESSION-Discussion of Legal Opinion of the Village Attorney

 

MOTION by Cattell, SUPPORTED by Harden, APPROVED to go into closed session at 8:01pm to discuss a legal opinion by Village Attorney, John Gormely.

NAYS: None
