Waterloo Township Board Meeting Unapproved Minutes August 24, 2021

Call to Order and Pledge: 7:00 p.m.

Present:  Lance, Morency, Walz, McAlister, Kitley, and 11 residents.

Public Comment:  None

Consent Agenda: Kitley motioned with support from Walz to accept the consent agenda as presented.  Aye/all; no/none.   Motion carried.  Kitley motioned with support from Walz to pay the bills as listed on the Post Audit report in the amount of $ 1,547.23.   Roll call vote:  Yes/ McAlister, Walz, Kitley, Lance, Morency.    No/none.  Motion carried. There was a police report for July given by Deputy Moore.   Deputies assigned to Waterloo Township responded to 38 complaints, 9 traffic stops with 9 citations issued, made 1 felony arrest and 1 misdemeanor arrest.   The Sheriff’s office responded to a total of 29 calls for service.  Michigan State Police responded to 22 calls for service, for a total of 89 calls responded to by law enforcement personnel.

Old Business:  Jim O’Brien from DNR spoke again regarding 2 properties (Wahl gravel pit and Steinhauer) the DNR has the option to purchase.   He was asking for a letter of support from the Board.  He will also be putting together a presentation to present to Waterloo residents regarding the plans of the DNR and their current properties and new acquisitions.  The date will be announced at a later time.

New Business:  Walz spoke about the need for a lot of cleaning up needed in Clear Lake County Park.  She said there are tree limbs down and a need for more gravel.  It also needs some serious mowing.  At the Parks and Rec meeting, they discussed the rain garden progress.  She stated that there is a need to clean up graffiti on the fire place and have the fireplace inspected for safety.  She also said the Waterloo Township Recreation Plan is being sent to Grant Bauman in Jackson for additional help.   Morency spoke of Planning Commission discussion with Glenn Seeds request to request for zoning change from C2 to 1-1.   The decision has been tabled until the public hearing on September 21, 2021 at 7:00.    They made small changes on the Short-term Rental request ordinance and forms.  They were given to Township Board to address 5 questions.  Lance motioned with support from Walz to approved the land division of Michael Dahl Parent Parcel #000-05-036-126-002-06 into New Parent Parcel 000-05-036-126-002-07, 9 acres, and New split parcel #000-05-36-126-002-08, 23 acres contingent upon current taxes being paid and taxes paid current to December 31, 2021.  Aye/all; no/none.  Motion carried.  Lance motioned with support from McAlister to approve the land division of Mark Olinyk Parent parcel #000-05-26-100-001-02 into New Parent Parcel #000-05-26-100-001-04 34.9 acres and New split parcel #000-05-26-100-001-05 113.8 acres contingent on all taxes paid up to date as of December 31, 2021.  Aye/all; no/none.  Motion carried.  Lance motioned with support from Kitley to pay off township meeting hall mortgage in the amount of $107,549.14.  Roll call vote: Yes/Walz, Kitley, Lance, Morency, McAlister, no/none.  Motion carried.  Discussion took place regarding the appointment of Rohn Tripp to replace Charlie Barnum as Building Inspector.  Charlie will be retiring as of August 31, 2021.  It was decided to check with our lawyers prior to his appointment to make sure there is no conflict of interest due to him doing both building inspector and zoning administrator jobs together. Lance motioned with support from Kitley to adopt the FOIA Language and forms with edits as noted.  Roll call vote: Yes/Kitley, Lance, Morency, McAlister, Walz.  No/none.   Motion carried.  These documents need to be published on our Township Website.

Other Business That Comes Before the Board:  Kitley again reminded residents of the September 11 Township Cleanup at the Town Hall from 11:00 to 4:00 p.m.  Collection items allowed will be posted on the website and Facebook page.  It will also be posted at Munith Bank, Post Office and other areas.  We will need volunteers for an hour or two that day.  Please call 517-596-8400 or email [email protected] if you would like to volunteer some time. Lance talked of the passing of Ted Beals last Thursday evening.  He will be greatly missed by the Board and Waterloo Township.  Walz spoke of doing a small millage for roads in the next year.  It will be discussed again later.
