Waterloo Township Board Meeting Unapproved Minutes May 24, 2022
Call to Order and Pledge: 7:00 p.m.
Present: Lance, McAlister, Kitley, Walz. Absent: Morency. Also present: 6 residents, Deputy Jim Moore.
Public Comment: Sharon Houck said a prayer for the Township, fire personnel and police personnel.
Consent Agenda: Kitley motioned with support from McAlister to accept the consent agenda as presented. Aye/all; no/none. Absent: Morency. Motion carried. Kitley motioned with support from Walz to pay Post Audit bills in the amount of $5,871.40. Roll call vote: Yes/Lance, McAlister, Walz, Kitley. No/none. Absent: Morency. Motion carried. Kitley gave a SAESA report stating that the SAESA building is now being paid off early. Deputy Moore gave a police report for April: Dispatched complaints=17 calls for service, 39 traffic stops, 18 citations. He investigated 1 property damage traffic crash.
Correspondence: Lance read a letter from Ruth Burgess asking that some money be allocated to help the Portage Lake County Park perhaps to help with new signs.
- SPECIAL ORDER: Permit renewal for Aggregate Resources. Lance motioned with support from McAlister to approve the Permit Renewal from Aggregate Resources for one additional year with the following conditions:
- The new permit expires on June 1st, 2023.
- Aggregate Resources retains the existing surety bond language, and dollar amount of $85,800 be reduced to $50,000 (this includes the 10% Twp administrative fee).
- No mining shall occur below 990’ in the pit floor.
- Aggregate Resources will maintain eroded slopes as necessary as we approach final reclamation.
- Aggregate Resources will provide an updated contract with property owner to the Township by Aug 31st.
- Aggregate Resources to provide a Combined reclamation plan showing mitigation slopes with vegetation plan by June 1st (expiration date of the current permit).
- Aggregate Resources to provide an updated closure plan to the Township board by the June 1st (expiration date of the current permit).
- Insurance policy remains in place as required.

New Business:
Parks & Recreation: Walz reported that they are getting flags up in Munith and Waterloo Village for Memorial Day. A new flag has also been purchased for the Munith Park. They are expecting Kyle Lewis from Jackson County Parks committee to be at the next Parks and Rec meeting in July. The new sign is still needed for the park in Munith. The rain garden will be planted when it is a little drier. They are looking for someone for the Parks and Rec Committee to fill an empty position. Hopefully someone closer to the Munith area will volunteer.
Planning Commission: There was no Planning Commission meeting in May.
- Lance read a letter from Lisa Morency resigning from her position as a Township Trustee on the Board. Lance motioned with support from McAlister to accept the resignation from Lisa Morency as presented. Aye/all; no/none. Motion carried. The position is being posted on the website and on our Facebook page.
- Lance motioned with support from Walz to adopt Resolution 22-05-24.1 to update the Fee Schedule for Electrical Inspections, Plumbing/Mechanical Inspections and, Building Inspections from $60 to $70 per inspection and the FOIA Fee be changed from $12.50 an hour to $13 an hour. Roll call vote: Yes/McAlister, Walz, Kitley, Lance. No/none. Motion carried.
- Lance motioned with support from Walz to approve the Boundary Adjustment which will adjust Parent Parcels #000-05-26-100-001-04 and Parent Parcel #000-05-26-100-001-03 to Parent Parcel #000-05-26-100-001-08 and new Split Parcel #000-05-26-100-001-09. Aye/all; no/none. Motion carried.
- Kitley motioned with support from McAlister to pay the yearly stipends to the cemeteries raising North Waterloo from $800 to $1,000 a year, Munith Cemetery $1,000, $1,000 to Mt. Hope Cemetery. Roll call vote: Yes/Walz, Kitley, Lance, McAlister. No/none. Motion carried.
Other Business That Comes Before the Board: McAlister said that the water hydrant in Munith Park is done and just waiting to get the electrical box. Ruts in grass, etc. needs to be filled in and cleaned up.
Public Comment: Sharon Houck asked if the empty Trustee position was posted on the Township Website, and was told that it is.
Adjournment: Walz motioned with support from McAlister to adjourn at 7:40 p.m.
The next Planning Commission meeting will be Tuesday, June 21, 2022 at 7:00 p.m. The next regular board meeting will be on June 28, 2022 at 7:00 p.m. Budget Hearing will be June 28, 2022 at 6:30 p.m. Minutes will be published in the Stockbridge Community News at the end of each month, on our website waterlootwpmi.com and on our Facebook page at: waterlootownshipmichigan.
