Waterloo Township Board Unapproved Meeting Minutes December 19, 2019

Call to Order: 7:00 p.m.

Pledge

Present: Lance, Walz, Kitley, Morency, McAlister. Also present were 6 residents including Zoning Enforcement officer, John Beck.

Public Comment: Beals asked for corrections to November 26, 2019 minutes regarding conditions for Greenshields Application for Special Land Use. Trees have been cut at the end of Clear Lake Road to protect homes from being damaged and so many were cut that now there is an erosion issue causing speed limit sign, etc., to tilt. Can someone be notified that this will need to be repaired to prevent erosion.   John Lowrey who lives on Trophy Court stated that he doesn’t believe that fencing is necessary for the daycare for Greenshields. Another comment was made from a person who has daycare in Leoni Township with much the same setup as Greenshields and they are not required to do the fencing.

Consent Agenda: Kitley motioned with support from McAlister to approve the consent agenda as presented with the changes as requested by Beals. Aye/all; no/none. Absent: Walz. Motion carried.

Correspondence: None

Old Business:

  • The November Parks and Rec meeting was cancelled. There was nothing new to report at this time.
  • There was more discussion on the Greenshields Daycare application. They were asked to provide a more detailed plot plan with measurements that will show dimensions of all areas, house setback, driveway, turnaround areas, etc. They said they will provide the requested plot plan. Lance also said that if they went to the Zoning Board of Appeals for variance, the Township would waive the ZBA fees that are usually required.

New Business: Morency stated the Planning Commission had a working session with the Extraction Committee to go over the Extraction Ordinance and changes that may need to be changed. The truck ordinance will also be amended by our law firm. Closure of mining facilities needs to be addressed in the Extraction Ordinance. A permit with revised wording will be composed to cover the beginning of the mining process and the closure when all is finished. Also needed will be an acknowledgement of a guarantee of the reclamation and the closure of a plant. More detail will be required than is currently asked for. If the trucking amendment is passed regarding the through trucks, the Township could end up with no control for some of it. Haul routes could be changed by the State if current legislation is approved. Lance also spoke of the screening requirements for trees on the berms.

Other Business That Comes Before the Board: Lance motioned with support from Morency to waive ZBA application fees for Greenshield’s for Zoning variance. Yes/all; no/none. Absent: Walz. Motion carried.

Public Comment: The question was asked about the cell towers and when they will be functional. We will reach out and see what the expected completion date is.

Adjournment: Kitley motioned with support from McAlister to adjourn at 8:15 p.m. Aye/all; no/none.  Absent: Walz. Motion carried.

The next Planning Commission meeting will be on Tuesday, January 21 at 7:00.
