Waterloo Township Board Unapproved Meeting Minutes September 24, 2019

Call to Order: 7:01 p.m.

Pledge

Present: Lance, Walz, Kitley, McAlister, Morency. 8 residents present along with Charlie Barnum, Building Inspector.

Public Comment: None

Consent Agenda: Walz motioned with support from McAlister to approve the consent agenda as presented. Aye/all; no/none. Motion carried. Lance read the report from Zoning Enforcement officer regarding issues that he is dealing with in the Township.

Correspondence: None

Old Business:

  • Walz gave a report on the last Parks and Recreation Committee meeting.  Lion’s Park in Munith had a celebration on August 29th to show off the new equipment installed and the other improvements made. The plant exchange went well on Saturday the 21st of September and they may do it again in the Spring. New playground equipment has been installed in the Portage Lake County Park on Portage Lake Road and looks really nice. The grant check for $500 has been received and will be used to cover cost of additions of doggie disposal, book library, garbage can and sign at trail head.
  • Trash disposal day in partnership with Stockbridge Township will be on September 28th from 10:00 a.m. to 2:00 p.m.
  • Lance motioned with support from McAlister to adopt the amended Fee Schedule Ordinance # 19-09-24-1 as presented. Aye/all; no/none. Motion carried. This new amended Fee Schedule will replace the Fee Schedule in Ordinance #09-12-15-3 previously amended 05-25-2016.

New Business:

  • Beals stated that the Planning Commission had addressed a resident’s request for placement of a shed on a property on Plum Orchard Road. It was explained why the zoning ordinance did not allow their request due to Light Industrial Zoning, road right of ways and required setbacks for a 220 square foot shed. It was used as a teaching exercise and shows the importance of researching zoning requirements prior to purchasing property. They continued review of the Zoning Ordinance and three new items were added to the topic review list.
  • Lance motioned with support from Kitley to accept the Metro Act Right of Way Permit Extension for a total of 5 additional years. Aye/all; no/none. Motion carried.
  • Lance motioned with support from Walz to approve land combination application from Joanne Randall with original parcel numbers 000-05-18-102-001-00 and 000-05-18-102-004-00 resulting in the single parcel Tax ID # 000-05-18-102-008-00 with 0.622 acres. Aye/all; no/none. Motion carried.

Other Business That Comes Before The Board: Because of all the questions regarding exploration drilling by Aggregate Industries in an additional DNR parcel, Lance explained that there was nothing in our Extraction Ordinance that prevented mining exploration. It is unclear who the request to do exploration drilling was made to regarding the DNR.

Public Comment:   Deanna Lindstrom stated that if there was mining in that parcel it would be very close to their property.  She also stated that if they do the drilling, they will most likely push to mine and what can we do about it. Lance said a permit would have to be requested by them. Charity Steere said Aggregate Industries would have to get new air and water permits according to the DEQ. Park Manager Jim O’Brien had not heard anything regarding the exploration drilling. She also asked about the EEE warning regarding mosquitoes and the health issues and death caused by the illness. Lance asked to have the Michigan Department of Health site information put on our Township website so people could obtain more information on it. There were also questions on whether or not we would again look at the Broadband issue. Lance stated that the State and Federal are looking at these issues and may be contributing to the internet issues. Questions were also asked regarding the building next to Mugg & Bopps wondering what kind of business was there and what was going on with the small building next to the restaurant in Munith.

The next Planning Commission meeting will be on Tuesday, October 15, 2019 at 7:00.
