President Howlett led the pledge of allegiance.

MOTION by Harden, SUPPORTED by Cattell to approve the June 4, 2018 agenda as amended; add to New Business: e. DPW Garage, f. Street Repair, g. door locks

Motion carried with unanimous ayes.

  1. Approval of Minutes

MOTION by Cattell, SUPPORTED by Mullins to approve the minutes of May 7, 2018 as presented by Clerk Nogle.

Motion carried with unanimous ayes.

  1. Council Seat Appointment

Council received (4) applications for appointment.

Greg Uihlein, Chadwick Quintanilla and Morehouse each spoke to council.

Cattell NOMINATED, Valdez Weaks SUPPORTED, to appoint Chadwick Quintanilla for the remainder of the term; expires 11/20/2018.

AYES: Valdez-Weaks, Mullins, Harden, Cattell, Howlett

NAYES: None

ABSENT: DuWig

MOTION PASSED

MOTION by Cattell, SUPPORTED by Mullins to adjourn for 5 minutes to allow the Clerk to swear in Chadwick Quintanilla.

Motion carried with unanimous ayes.

  1. FINANCIAL REPORT:
  • Accounts Payable

MOTION by Cattell SUPPORTED by Valdez-Weaks, to approve the accounts payable as presented by Clerk Nogle in the amount of $51,474.48.

AYES: Mullins, Valdez-Weaks, Quintanilla, Harden, Cattell, Howlett

NAYS: None

ABSENT:  DuWig

  1. Dan Cabage from Flies and Vandenbrink updated council on past and current projects.
  2. Police Report

Chief Torres reviewed his Police Report with Council.

  1. MOTION by Mullins, SUPPORTED by Cattell, APPROVED; to hire Anthony Coln, fulltime (40hrs per week) officer at $18.00 per hour contingent on a successful background.

AYES: Valdez-Weaks, Mullins, Quintanilla, Harden, Cattell, Howlett

  1. President Howlett Update

President Howlett discussed the following:

Explore grant funding and asked for assistance from council.  Cattell and Valdez-Weaks volunteered to assist in the exploration of funding of grants for the Water Tower and Lift Station. Discussed future home for the village. Would like to bring back the Cemetery Committee to help with the cemetery. President Howlett thanks Mullins and Harden and Rick Howlett for their help with the cemetery.

  1. NEW BUSINESS

Days in the Village Request-Child ID Volunteer

Becky Muraf asked if any council member would like to help volunteer for the Child ID program during the Days in the Village event.  Muraf passed out sign-up sheets.

Village Meetings

MOTION by Howlett, SUPPORTED by Mullins, APPROVED; Hold a Special Meeting on June 14, 2018; reschedule meeting of July 2, 2018 to July 9, 2018.

Motion carried with unanimous ayes

Dumpster Joint Event w/Township

Muraf would like the Village to have a joint dumpster day with the township.

DPW-Hour Increase

MOTION by Quintanilla, SUPPORTED by Harden, APPROVED; will increase Matt Akers, DPW Laborer to 80 hours every (2) weeks until the July 9, 2018 meeting.

AYES: Cattell, Harden, Quintanilla, Mullins, Valdez-Weaks

Patchwork-Street Repair Quotes

MOTION by Cattell, SUPPORTED by Harden, APPROVED; to get 2 other quotes for street patchwork repairs.

ABSENT: DuWig

Security System

MOTION by Howlett SUPPORTED by Harden, APPROVED; to table the security system at DPW.

Carson Water and Sewer Request

MOTION by Cattell, SUPPORTED by Harden, APPROVED; $2,000 consideration contingent on buyers provides; survey at the buyers cost, title survey, buyer pays transfer tax sell as a quit claim deed.

Blight Update

Cattell discussed blight and will be sending out violation notices.
