Waterloo Township Board Unapproved Meeting Minutes
27 March 2018 7:00 P.M.

Call to Order: 7:00 p.m.
Present: Lance, Walz, Kitley, McAlister, Morency. Also present: Charlie Barnum, Building Inspector and 8 residents.
Public Comment: None.
Consent Agenda:
- Kitley motioned with support from Walz to accept the consent agenda as presented. Yes/all; no/none. Motion carried.
Old Business:
- Discussion on the grass root effort for Broadband Cooperative Internet Service. Rose LaForest and Sheila Conant stated that they were obtaining more signatures on the feasibility study petition. There will be a second informational meeting on April 25, 2018 at 7:00 at the Waterloo Township meeting room. They still have the petition on line for signatures and are posting fliers. Bids will be requested soon regarding the cost of handling a feasibility study.
New Business:
- Ted Beals said the Planning Commission is working on Article 4 and will be discussing the broadband movement taking place in our Township. He is hoping to have representatives from both AT&T and Frontier present at the next Planning Commission Meeting that will be taking place on Tuesday, April 17, 2018.
- Kitley spoke of switching the Township internet service from Hughes Net to Frontier. Our contract with them was for two years and expired in December 2017. It will be a savings each month of approximately $150. The cost ($229. Plus taxes) will include our 6 telephone lines and the internet service.
- Lance moved with support from Walz to approve the Land Division application from Kerene Morrissey for parent parcel #000-10-05-200-001-00 resulting in two parcels: Tax ID#-000-10-05-200-002-02 with 3.8 acres and Tax ID# 000-10-05-200-001-01 with the remaining 78.9 acres. Contingent on: 1) Submission of a survey map (as required in section 5.10 of the Waterloo
Township Land Division Ordinance #13-4-17-01) that has been prepared and signed by a certified surveyor or civil engineer licensed to practice in Michigan. 2) Determination by the Township Assessor that the submitted certified plan is consistent with the plan submitted with the application. Aye/all; no/none. Motion carried. - Lance motioned with support from McAlister to approve the Land Re-combination application submitted by Sean and Sara McAlinden of parcels: 000-10-04-476-001-15 with 4.91 acres and 000-10-04-476-001-14 with 5.19 acres; and 000-10-04-476-001-13-with 6.41 acres resulting in a single new parcel, 000-10-04-476-001-16 with a total of 16.51 acres and access to Katz Road.-Aye/all; no/none. Motion carried.
Other Business That Comes Before The Board: Lance gave an update on the work being done on the Munith portion of the Lakeland trail by the DNR. They are making it wider and will include a side for running, walking, biking and a side for horseback riders. There is also the possibility of a small park being added at the trail head.
Public Comment: Susan Wireman asked the board to use the microphones more effectively as she can’t hear everything being said. Wireman and LaForest also asked that the minutes be put on the website in PDF format to make opening them easier. Beals stated that the Parks and Recreation Committee should start up again to assist in getting a park group together. We are looking for volunteers. Walz motioned with support from McAlister to adjourn at 7:53 p.m.
