Call to Order: 7:00 p.m.

Pledge

Present:  Lance, Kitley, Morency, McAlister, Walz.  Also present were 2 residents and Building Inspector, Charlie Barnum.

Public Comment:  None.

Consent Agenda: Walz motioned with support from McAlister to approve the consent agenda as presented.  Aye/all; no/none.  Motion carried.

Special Order:  Musbach Property:  Lance motioned with support from Kitley to open the hearing.  All documents were read with input from Charlie Barnum, Building Inspector, who had been involved in looking at the property and rendering it condemned and dangerous, with no repairs possible.  Property owner was not present.  Lance motioned with support from McAlister to accept Final Resolution and Order of the Waterloo Township Board No. 19-1 as written.   Roll call vote:  Yes/McAlister, Walz, Kitley, Lance, Morency.  No/none.  Motion carried.

Correspondence:  None

Old Business:

  • Walz gave a report on the last Parks and Recreation meeting. She stated that Peggy Beals had resigned from the Committee.  There is an open spot to be filled.  The group will start meeting every other month going forward.  The rain garden is still under discussion.

New Business:  Morency stated that the Planning Commission studied the bylaws.  With the resignation of Ted  Beals, Wesley Schulz is now Planning Commission Chairperson and a Co-Chair will be appointed at the next Planning Commission meeting.  She spoke of the February 18th public hearing regarding a daycare application and changes to Zoning Ordinance 11:21.  They worked on gravel ordinance changes and truck route changes.  Recommendations were submitted to the Board.  Closure of gravel mining areas has been added to ordinance.

  • Lance motioned with support from Kitley to adopt Truck Route Amendment O-20-01-28-01. Roll call vote:  Yes/Walz, Kitley, Lance, Morency, McAlister.  No/none.  Motion carried.
  • Lance motioned with support from Morency to adopt Extraction Ordinance Amendment 0-2-05-21-2. Roll call vote:  Yes/Kitley, Lance, Morency, McAlister, Walz, Kitley.  No/None.  Motion carried.
  • Lance motioned with support from Kitley to appoint Cynthia Richardson for 2 years to fill the term left vacant by Ted Beals. Aye/all; no/none.  Motion carried.
  • Walz motioned with support from McAlister to accept the contract with Jackson County Geographic Information System 2020 for a cost of $2,935 for coverage. Roll call vote:  Yes/ Lance, Morency, McAlister, Walz, Kitley.  No/none.  Motion carried.
  • Lance motioned with support from Walz to approve the Land Division of Keith Haglund, Parent Parcel #000-05-33-401-001-01 with new Parent Parcel #000-05-33-401-001-05 7.99 acres and New Split Parcel “000-05-33-401-001-06. Aye/all; no/none.  Motion carried.
  • Kitley motioned with support from Walz to purchase the Adobe Program for a cost not to exceed $1,000 for computers for Clerk and Treasurer. Roll call vote:  Yes/Lance, Morency, McAlister, Walz, Kitley.  No/none.  Motion carried.
  • Lance motioned with support from Morency to accept the EMC Insurance Policy through Walton Agency, effective from 2/1/2020 through January 31, 2021 at a cost of $12,185.  Roll call vote:  Yes/Morency, McAlister, Walz, Kitley, Lance.  No/none.  Motion carried.
  • Lance motioned with support from Walz to accept the new Poverty Exemption Guidelines for 2020 under MCL211-7u- New Requirements as presented. Yes/all; no/none.  Motion carried.

Other Business That Comes Before the Board: None

Adjournment:  Walz motioned with support from McAlister to adjourn at 8:10p.m. Aye/all; no/none.    Motion carried.

The next Planning Commission meeting will be on Tuesday, February 18 at 7:00.  The next regular Board meeting will be on Tuesday, February 25 at 7:00 p.m.     Minutes will be published in the Stockbridge Community News at the end of each month, on our website at www.waterlootwpmi.com and on our Facebook page at: waterlootownshipmichigan.
