Waterloo Township Board Unapproved Meeting Minutes November 26, 2019

 

Call to Order: 7:00 p.m.

Pledge

Present: Lance, Walz, Kitley, Morency, McAlister. Also present were 3 residents including Zoning Enforcement officer, John Beck.

Public Comment: None.

Consent Agenda: Kitley motioned with support from McAlister to approve the consent agenda as presented. Aye/all; no/none. Motion carried.

Correspondence: John Beck spoke of the possible growing of hemp which is covered by the Right to Farm Act. There was discussion of this being a productive crop. He also spoke of cleanup in the Township which is being addressed.

Old Business:

  • Walz stated that the November Parks and Rec meeting was cancelled. There was nothing new to report at this time.

New Business:

  • Morency stated that the Planning Commission held a public hearing at 7:00 on November 19th to receive public comment on a Zoning Permit Application for a special land use for a group home daycare facility located at 7508 Andrys Drive, Grass Lake, MI 49240.  The Planning Commission approved the special land use for the group home daycare with conditions. They also discussed the truck traffic still occurring in the township.
  • Lance motioned with support from McAlister to approve the Special Land Use application for Greenshield’s Child Care Group Home on Parcel #000-05-32-400-001-14 with conditions as presented and waiving 2 of the conditions as written with regard to the fencing.
  • Lance motioned with support from McAlister to adopt Resolution 19-11-26-01 for Designating Dangerous Buildings Enforcement Officials. Roll call vote: Yes: McAlister, Walz, Kitley, Lance, Morency. No/none. Motion carried.
  • There was discussion of a millage for contracting with Jackson County Sheriff for police coverage. Cost will be investigated for amount of coverage. They do have limits as far as shifts required and number of hours. A survey may be sent out with the next tax bills in July 2020 to see if people are interested in having police again.

 

Other Business That Comes Before the Board: Walz gave a synopsis of the MTA workshop she attended on Strategic Planning. She felt the information was very informative and was maybe something we should look into as far as putting a committee in place to work on this planning for the future of our township. We need to develop a solid plan that aligns the township’s resources and creates favorable outcomes. Beals spoke of the MTA Planning Commission workshop, Defining Your Township’s Land Use Future that he and Bill Steere attended. He felt some of it was geared toward larger townships but that there was a great deal of useful information exchanged with other attendees at the conference.

Public Comment: None.

Adjournment: Walz motioned with support from McAlister to adjourn at 8:29 p.m. Aye/all; no/none.  Motion carried.

The next Planning Commission meeting will be on Tuesday, December 17, 2019 at 7:00. The next regular Board meeting will be on Thursday, December 19, 2019 at 7:00 p.m. Date was changed due to Christmas Eve Day falling on the normal 4th Tuesday date.
