UNAPPROVED Minutes

Meeting called to order by President Howlett at 7:00 pm.

Roll Call:  PRESENT: President Molly Howlett, Pro-Tem Frederick Cattell, Trustee Patrick Harden, Trustee Richard Mullins;  ABSENT: Trustee Christina DuWig, Trustee Carmelita Valdez-Weaks, Trustee Chadwick Quintanilla; Others Present:  Debbie Nogle, Village Clerk, John Gormley, Village Attorney, Citizens were also present Pledge of Allegiance President Howlett led the pledge of allegiance.; Approval of Agenda MOTION by Cattell, SUPPORTED by Harden to approve the November 5, 2018 agenda as amended; Motion carried with unanimous ayes.; Approval of Minutes MOTION by Cattell, SUPPORTED by Mullins to approve the minutes of October 1, 2018 as amended, correct date on page two from November 6, 2018 to November 5, 2018. Motion carried with unanimous ayes. Public Comment: Scheller discussed her water and sewer REU’s request. 

FINANCIAL REPORT: Accounts Payable MOTION by Cattell, SUPPORTED by Mullins, APPROVED; the accounts payable as presented by Clerk Nogle. AYES: Mullins, Harden, Cattell, Howlett, NAYS: None, ABSENT:  DuWig, Valdez-Weaks, Quintanilla MOTION PASSED  President Report: President Howlett updated council: New tire replaced on backhoe, Salt truck is being repaired prior to the start of snow.  The blue ford truck has electrical issues. Received a progress report from John Holland, Michigan Rural Water Association, DPW is actively working on recommendations noted in his report. Police Report Chief Torres gave his police report. Nehr to Fulltime Status, MOTION by Mullins, SUPPORTED by Harden, APPROVED; to promote Officer Frank Nehr to full-time at the rate of $18.00 per hour. AYES: Harden, Mullins, Cattell, Howlett. NAYS: None ABSENT:  DuWig, Valdez-Weaks, Quintanilla MOTION PASSED; NEW BUSINESS:  Lead and Copper Report: Harden and Cattell discussed the meeting that they attended regarding new requirements for municipalities. UNFINISHED BUSINESS: Blight – Cattell gave an update on blight. Bank Parking Lot Update: Ongoing/no update. 

Public Comment- NONE 

Council Comments: Harden – Disappointed that the American Flags are placed under the banners.  Would like to see them above the banners. ADJOURNMENT: MOTION by Mullins, SUPPORTED by Harden, APPROVED to adjourn the Council Meeting at 7:51pm.
